My friend has a chow mix and a black spot, which is the language, but he has black hair. So it could be a Chow mixed with something else with it.

I think the mussels are known to have black patches on the tongue - but it could be a stray dog, ask at your ranch - your veterinarian - they are usually very well at identifying the components 'possible' stray dog.
